Carlos was the magistrate of Puerto Dorado. After the Wicked Wench attacked the town, Carlos was interrogated by a group of pirates, led by a surly Pirate Captain. During the interrogation, Carlos was lowered and raised from a well, presumably under the threat of drowning. These pirates were demanding to know the location of the town's treasure stores, much to the agitation of Carlos' wife who appeared from a window overlooking the well shouting to Carlos not to tell them.

- Carlos first appeared in Walt Disney's Pirates of the Caribbean in Disneyland. He was voiced by Paul Frees.[1][3]
- Carlos was referred to as both mayor and a magistrate in the making of Walt Disney's Pirates of the Caribbean attraction.[1][3] He was identified as "magistrate" in concept art and Walt Disney's Pirates of the Caribbean: The Sound Track of the Fabulous Adventure. Disney notably referred to Carlos as the "mayor" in Disneyland: From the Pirates of the Caribbean to the World of Tomorrow, which was featured in various promotions and special features, like Dead Men Tell No Tales: The History of the Attraction found in the DVD release for the 2003 film Pirates of the Caribbean: The Curse of the Black Pearl.[2]
- In a deleted scene titled "All is Well" featured in the DVD release for The Curse of the Black Pearl, a man is being tortured in a similar if not the exact same way as Carlos after Jack Sparrow and Will Turner arrive to Tortuga.[4] According to the 2003 junior novelization for the film, he was a merchant being dunked for sport.[5] The deleted scene footage was later reused in Dead Man's Chest for Tortuga establishing shots.[6]
